Recognizing the need to address the revitalization and sustainability of traditional downtowns in Michigan, the State legislature enacted PA (Public Act) 197 of 1975 commonly known as the Downtown Development Authority Act. This act outlines the responsibilities, powers, and organization of local Downtown Development Authorities. A pdf of the act is available by

The Clawson Downtown Development Authority receives their funding from Tax Increment Financing and the annual approval of 2-mil property tax of all properties within the
